Qualifications

  1. Bachelor’s Degree holder in Information Technology or any related course;
  2. Has at least 5 years of experience in Web Application and Software Development;
  3. Has experience in systems analysis and design with extensive knowledge on the following:
    • PHP Framework (CodeIgniter, Laravel, Native PHP)
    • Query Scripting (Js)
    • Database Management (MySQL, MariaDB)
    • Cross-Platform UX/UI Development;
  4. Preferably with background on cybersecurity knowledge on secured systems development, database management
    and web/application servers;
  5. Preferably with experience in technical document writing and has previous affiliation with PSRTI.

Responsibilities

  1. Provide recommendations on the systems analysis and design of the Human Resource Information System;
  2. Participate in meetings internal with the development team in designing the system;
  3. Provide technical knowledge on securing web application servers being utilized by the agency;
  4. Provide assistance on analyzing the VAPT results provided by the Cybersecurity Bureau;
  5. Maintain close coordination with the development team regarding the progress of the project and implementation.

Deliverables

    1. Fully functioning and implemented Human Resource Information System;
    2. System technical documentations (Operational Manual for Users and Administrators);
    3. Perform system orientation to the system administrators.
    4. Improved security on all PSRTI web and application servers.
    5. Create Policy/Guidelines on Cyber Security.

  3. With extensive experience in conducting research and surveys for government agencies; and
  4. Preferably with experience in working with PSRTI to develop a CAPI questionnaire.

Responsibilities

  1. Develop the CAPI instrument using CSPro application suitable for computer tablets;
  2. Facilitate changes in the CAPI instrument based on the results of the pre-test, pilot test, and issues encountered during survey operations, if any;
  3. Capacitate the project team on the use of the CAPI instrument and management of data using CSPro;
  4. Act as Resource Person during the training of field teams on the use of the CAPI instrument;
  5. Prepare the database of survey results including metadata and data dictionary; and
  6. Prepare the weighted and unweighted statistical tables of survey results based on the templates provided by the project team.
  7. Attend to queries, updates, revisions and iterations of generated statistical tables until project completion.

Deliverables

    1. CAPI instrument using CSPro application with
      accompanying User guide;
    2. Database of raw and processed survey data including metadata;
    3. Weighted and unweighted tables of survey results; and
    4. Documentation of codes used for data cleaning and production of tables using CSPro and R Program.

  6. Act as Resource Person during the presentation ofresults and other similar activities for the project; and
  7. Maintain close coordination with the PSRTI on the implementation of the project.

Deliverables

  1. Inputs to the Data Collection Instruments and Manuals;
  2. Inputs to the Table Templates; and
  3. Inputs to the Draft and Final Technical Reports – Includes the matrix of baseline data for primary and secondary NAFMIP indicators.

  3. Assist the Project Leader in conducting trainings for field operation, and other similar activities for the project;
  4. Assist the Project Leader in coordinating with government institutions and partner stakeholders necessary for the project;Supervise the field operations in coordination with the
    PSRTI staff.
  5. Provide technical inputs in all required deliverables by
    • Submitting periodic progress reports and a field operations report to the PSRTI;
    • Assisting in the finalization of the data collection instruments and manual together with the Research
      Associate in Technical Operations;
    • Assisting in the preparation of the project’s training and technical reports together with the Project Leader, the Research Associate for Technical Operations and the PSRTI Team;
    • Assisting in the preparation of the project’s technical reports together with the Project Leader, the Research
      Associate for Field Operations and the PSRTI Team;Participate in at least 75% of the internal team
      meetings and project meetings organized by the DA;
  6. Participate in the presentation of results and other similar activities such as data dissemination forum for the project; and
  7. Maintain close coordination with the PSRTI on the implementation of the project.

Deliverables

  1. Progress Reports – Contains documentation of the progress of the project including issues encountered and corresponding remedial measures;
  2. Inputs to the Final Data Collection Instruments and Manuals;

  2. Provide technical inputs in all required deliverables by: -Preparing the list of sampled farmers and fishers as well as replacements from the Registry System for Basic Sectors in Agriculture (RSBSA);
    • Computing for the final sampling weights to be used in the analysis of survey results;
    • Preparing the templates of statistical tables to be used in the analysis;
    • Assisting in the finalization of the data collection instruments and manual; and
    • Assisting in the preparation of the project’s technical reports together with the Project Leader, the Research Associate for Field Operations and the PSRTI Team;
    • Participate in the internal team meetings and project meetings organized by the DA, and lead the conduct of the internal meetings in the absence of the Project Leader;
    • Participate in the presentation of results and other similar activities such as data dissemination forum for the project; and
    • Maintain close coordination with the PSRTI on the implementation of the project.

Deliverables

  1. Sample – Contains the list of farmers and fishers selected from the RSBSA, and organized by province and city/municipality;
  2. Sampling Estimation Procedures – Contains the final sampling weights and the process for estimating survey results;
  3. Table Templates – Contains regional and commodity disaggregation of data which will serve as basis for analysis in the technical report;
  4. Inputs to the Final Data Collection Instruments and Manuals; and
  5. Inputs to the Draft and Final Technical Reports –
    Includes baseline data for the NAFMIP indicators.
