The PSRTI conducts the Customized Training Course on Cost Benefit Analysis for MIAA, February 15-18, 2022

The Philippine Statistical Research and Training Institute (PSRTI), in coordination with the Manila International Airport Authority (MIAA), successfully conducted the customized training course on Cost Benefit Analysis on February 15-18, 2022. The training equipped the participants with an understanding and working knowledge of the skills required to apply cost benefit analysis in the appraisal and evaluation of projects, policies, programs and regulations focusing on social costs and benefits.

Engr. Rafael R. Angangco, a Financial Adviser and Professorial Lecturer at the University of the Philippines (UP) College of Engineering, served as the resource person of the 4-day course. He handled the discussions on CBA process, design, and evaluation of public programs and policies.

Thirty participants from the various divisions of MIAA attended the 4-day course.  

The Opening ceremonies featured the welcome remarks by the PSRTI Executive Director III, Dr. Josefina V. Almeda, followed by a special message delivered by the Officer-in-Charge of the Office of the Assistant General Manager for Engineering of the MIAA, Engr. Antonio P. Mendoza.

The resource person is Engr. Rafael R. Angangco, a Financial Adviser of various corporations, the Managing Director of Seed Capital Ventures, Inc., Chairman of Grand Agri-Rural Bank, and Professorial Lecturer at the University of the Philippines (UP) College of Engineering. He led the lectures and discussions on concepts in cost benefit analysis as well as the hands-on exercises wherein the concept of cost benefit analysis applies.

At the end of the training, one participant mentioned that the resource person is ‘’someone who is very knowledgeable and a master of the topic”. They added that despite being an engineer, the resource person was able to discuss financial concepts with outmost ease and provide examples which were “simple enough for the audience to understand”. Moreover, they lauded him for exemplifying that “life is an endless learning process”.

Overall, participants gave appreciation to the agency for the conduct of the customized training course and remarked that the training team was very helpful, organized, patient, and accommodating to every query of participants. One of the participants said that the refreshing recaps and ice breakers that the training team provided ensure lively and energetic participation and engagement of learners.
